I did some research and Sugo suit my needs for compact ITX case. It's smaller than CM Elite 110 and fits the RTX3060Ti well.

Noctua NH-L9i

I owned the first version of NH-L9i, which has no cutout for better compatibility. I thought I will have issue due this, but turns out it fits with very tiny gap to the board components.
My original fan has stopped working and as you might expect using just the heatsink won't give enough cooling. I then purchased Noctua NF-B9-Redux as replacement. It's thicker, but fits the case just fine.
